Whether the restriction of article 77 of the Code of Organisation and Civil Procedure (repealed by Act XXIV of 1995) applied to all Members of Parliament or only to those of them who were lawyers

In the context of article 77 of the Code of Organisation and Civil Procedure, the Board considered whether a Member of Parliament, who was an accountant, could act as appellant company's agent before the Board.

It was held that all Members of Parliament, and not only those of them who were lawyers, were precluded by article 77 from acting as lawyers in suits involving Ministers, Heads of Departments or other persons representing Government, Commissions or other Authorities established by law.
